The agency was established in 1919, as a response to the problems of poverty, crime, hunger and unemployment in Southern California. Its purpose was to meet the needs of families, coordinate existing health and welfare facilities as one, and initiate new service programs as required. When the agency officially became the Catholic Welfare Bureau in 1926, it served the extensive territory of Monterey, Santa Barbara, Ventura, Los Angeles and Orange counties. In later years, Monterey and Orange counties developed their own Catholic Charities’ agencies. The Catholic Welfare Bureau name was changed to Catholic Charities of Los Angeles, Inc., in 1986.

Catholic Charities of Los Angeles is a member of Catholic Charities USA. The national organization provides leadership, advocacy and technical assistance to 1,640 independent local agencies and organizations across the United States. As a member agency of United Way of Greater Los Angeles, United Way of the Central Coast, Inland Empire United Way, United Way of Santa Barbara County and United Way of Ventura County, Catholic Charities works to identify community concerns and provide programs and services to address needs in the locations it serves.
 
Their programs and services includes counseling services, immigration & refugee services, community centers, services for seniors, employment and job skills training, homeless shelters, catholic youth organization. The new logo for Catholic Charities of Los Angeles is based on the logo of Catholic Charities USA, the national network of charitable organizations associated with Catholic Church and founded in 1910. By using the national form of the logo, they emphasize the fact that this agency is a member of one of the nation's largest social service networks.
